Database Advisor
The Database Advisor will help define a database management strategy by: developing the instruments needed to implement the strategy and evaluate the results; assisting in the establishment of standards and best practices to ensure that data is consistent, clearly defined and in a farm that suits users’ needs; designing and developing the data repositories (including data marts, data warehouse as appropriate) to support rapid response as well as longitudinal research.
Reporting Relationship & Span of Control:
The Database Advisor will initially report to the Information Architect (this reporting structure may change as the organization evolvers). In addition, the Database Advisor will have strong linkages with functional leads of areas such as Public Health Labs, Surveillance and Epidemiology.
Key Responsibilities:
Work with functional leads throughout the Agency to identify their database needs and recommend strategies to meet them.
Develop an OAHPP database management strategy, including a plan to accommodate, migrate and integrate multiple sources of data in a variety of formats.
Develop a database implementation strategy to support a wide array of information (including geospatial, video and statistical data). Identify any special performance considerations and possible solutions.
Develop a Database Maintenance and Performance plan to ensure OAHPP data is secure but easily accessible by authorized users.
Analyze the data to be stored and make recommendations relating to performance, efficiency and security of that data storage and access, including design and develop data marts or a data warehouse as appropriate.
Administer existing enterprise databases.
Analysis, design, and creation of new databases.
Develop linkages between database technologies and other related technologies to ensure that these interfaces are efficient and effective (e.g. automatic, database driven updates of OAHPP web content).
Work with the Chief Privacy Officer and the Chief Security Officer to ensure that the privacy and security needs of the OAHPP are addressed in the database strategy and its implementation. Issues include handling and storing data to comply with PHIPA and similar legislation.
Monitor continuously the needs of the program areas of the OAHPP to ensure that their needs are being met by the database strategy.
Keep up to date on the latest trends in database technology and ensure that where appropriate these developments are incorporated into the plans of the OAHPP.
Ensure that the OAHPP is using the most appropriate tools for the management, access and manipulation of data.
Knowledge and Skills:
Excellent knowledge of database technologies and experience with associated management and access tools.
Excellent knowledge of the vendor community in database technologies and the best ways to structure relationships with the vendor community to maximize the benefit to the OAHPP.
Significant experience in developing partnerships with other institutions in order to maximize the benefit for both parties.
General knowledge of privacy issues in IT in health care and how these issues might impact on and be impacted by the development of a database strategy for the OAHPP.
Very good knowledge of security issues associated with database technologies.
General knowledge of health care in Ontario and how IT enables the transformation of health care.
Knowledge in the development and application of information architectures to support public health surveillance, analytics and epidemiology.
Excellent interpersonal and communication skills.
Excellent ability to see the relationship between changing program needs and the need for changes to the database strategy.
Very good analytical and synthesis skills.
Excellent ability to independently prioritize demands and resolve issues using good judgment.
Ability to exercise sound judgment when dealing with people and issues, and excellent ability to manage relationships.
Education and Experience:
Undergraduate degree in computer science, management information systems or equivalent, with an emphasis on database technologies.
10 years experience in developing and implementing database strategies. Public sector experience would be an advantage.
Experience in managing databases in a public sector IT environment or in health care.
Experience in developing partnerships in the public sector IT environment.
