Information Architect
The Information Architect will analyze, define, develop and implement the information architecture for OAHPP applications.
Duties include:
Determine the flow and distribution of data;
Structure linkage and integration of internal and external databases (e.g. data from OLIS, iPHIS, LIS interfaces developed by the OAHPP);
Enable highly time-sensitive and rapid-response analyses;
Develop migration of “legacy” data into usable forms.
Reporting Relationship & Span of Control:
The Information Architect will initially report to the Chief Information Officer (this reporting structure may change as the organization evolves). In addition, the Information Architect will have strong linkages with functional leads of areas such as Public Health Labs, Surveillance and Epidemiology.
Key Responsibilities:
Develop enterprise information protocols and models that enable effective sharing of information and data with partner organizations, such as the Ontario Ministry of Health and Long Term Care, Institute for Clinical Evaluative Sciences (ICES) and the Public Health Agency of Canada.
Ensure alignment of information architecture with OAHPP mission and functions.
Develop initial high level information architecture and evolve the architecture as requirements change.
Recommend architecture methodologies, standards, and selection of tools to support the OAHPP’s information, knowledge management and knowledge exchange functions.
Collaborate with architecture domains in external organizations (e.g. e-Health Ontario, Cancer Care Ontario (CCO), and public health applications such as Ontario Lab Information Systems (OLIS) and Panorama).
Formulate a strategy to implement interfaces to acquire information and data from partner organizations, and assist in data mapping, migration and integration of data from multiple sources.
Ensure integration and consistency across OAHPP functions and information architecture, including operational Lab and Surveillance systems.
Recommend strategies for converting manual lab data to electronic data.
Work with Chief Privacy Officer and the Chief Security Officer to ensure that the information architecture takes into consideration both privacy and security issues. Issues include handling data transfer from external partners in ways that comply with PHIPA and similar legislation.
Keep up-to-date on the latest developments in information architecture and ensure that where appropriate these developments are included in the work of the OAHPP.
Knowledge and Skills:
Excellent knowledge and experience in the development and implementation of information architectures.
Excellent knowledge and experience in how to operationalize information architectures in complex environments.
Considerable experience in converting manual data into electronic data which is accessible and can be integrated.
Significant experience in dealing in a partnership oriented environment where collaborative relationships are critical to success.
General knowledge of privacy issues in IT in health care and how these issues might impact on and be impacted by the development and implementation of information architectures.
Very good knowledge of security issues associated with the development and implementation of information architectures.
Knowledge in the development and application of information architectures to support public health surveillance, analytics and epidemiology.
General knowledge of health care in Ontario and how IT enables the transformation of health care.
Excellent interpersonal and communication skills.
Excellent ability to see the relationship between changing program needs and the need for changes to the OAHPP’s information architecture.
Excellent analytical and synthesis skills.
Excellent ability to independently prioritize demands and resolve issues using good judgment.
Ability to exercise sound judgment when dealing with people and issues, and excellent ability to manage relationships.
Education and Experience:
A minimum of an undergraduate degree in computer science, management of information systems, or equivalent.
10 years experience developing and implementing information architectures. Public sector experience would be an advantage.
Experience in managing public sector IT environment or in health care.
Experience in developing partnerships in the public sector IT environment.
